Midway Islands: Geologically - Midway Atoll is the second to last member of the Northwestern Hawaiian islands. Legally - it is not a part of the State of Hawai`i and is specifically excluded by the Hawaiian State Constitution. In 1996 - control of the atoll was transferred from the United States Navy to the United States Fish and Wildlife Service and is being developed by a joint federal - industry project to promote eco-tourism.
